About the Inquiry
The City of Mississauga Judicial Inquiry was an independent judicial inquiry, established under Section 274 of
the Municipal Act 2001 by a vote of the Mississauga City Council on November 11, 2009.
Mr. Justice J. Douglas Cunningham, the Associate Chief justice of the Superior Court of Justice of Ontario was appointed Commissioner.
The Inquiry investigated issues in connection with the acquisition by the City of Mississauga of approximately 8.5 acres
of land in the city centre and issues in connection with the December 2000 Enersource Shareholders Agreement
to which the City was a party.
The Terms of Reference as outlined in the
resolution passed by the Mississauga City Council.
The hearings and closing submissions concluded on February 8, 2011. The Report was transmitted to the Mayor and City
Council on October 3, 2011 and made public.
